Update on the status of the work on a European radiation passbook

HERCA approves suggestions to include the HERCA proposal on a data system for individual radiological monitoring – in the Outside Workers Directive referred to as a centralised national network and/or individual radiological monitoring documents – in the European BSS and will develop a guidance document on implementation and use of the radiation passbook.

On 30 June 2011, at the 7th meeting held in Brussels of the association HERCA, which brings together the Heads of European Radiological protection Competent Authorities, HERCA has approved the proposals submitted from its working group “Outside Workers & Radiation Passbook” to include the HERCA proposal on a data system for individual radiological monitoring – in the Outside Workers Directive referred to as a centralised national network and/or individual radiological monitoring documents – in the European BSS.

Following the agreements from the 6th HERCA meeting held in Paris on 1 December 2010, a small Task Force was set up between the EC and HERCA WG “Outside Workers & Radiation Passbook” to work closely on the practical implementation of the inclusion of the content of the radiation passbook in the BSS. The Task Force proposed to modify annex 10 of the BSS as well as articles 67 and 76.

The proposals from this Task Force were discussed within the Working Group which agreed on some suggestions on the proposal from the Task Force. The Board of Heads of HERCA, considering that the suggestions from the working group represented an improvement, approved them at the occasion of the 7th HERCA meeting. The approved suggestions will be sent to the European Commission for its possible inclusion in the BSS recast before its approval by the Council.

The Working Group “Outside Workers & Radiation Passbook” has revised the comments received from stakeholders to the Radiation passbook. The HERCA model for the radiation passbook will accordingly be revised. As a consequence of the comments received, HERCA deems necessary to advise Member States on how to implement a radiation passbook and advise users (undertakings, employers, workers, … ) on the practical use of the passbook. In this context, HERCA will develop a guidance document on implementation and use of the radiation passbook.
